Department of Children and Youth

About Us

The Department of Children and Youth operates under the guidance of the Office of the City Manager. The department was established after the passage of Measures E, K, and H in the City of Richmond in 2018.

Richmond voters approved Measures E and K, known as the Richmond Kids First Initiative, on June 5, 2018. Congruently, these measures require a portion of General Fund revenue be set aside to fund youth programs and services. These measures also established the creation of the Department of Children and Youth and the development of the Richmond Fund for Children and Youth.

Richmond voters also approved Measure H on November 6, 2018. Measure H imposes an increase on the documentary transfer tax on properties with a sales price of over $1 million. Measure H will act as the general tax measure that is meant to increase funds to the General Fund in order to allow a sustainable funding stream for the Department and Fund.

The Richmond Fund for Children and Youth Oversight Board Application is now available!

The City of Richmond is seeking 15 Richmond and North Richmond residents to serve on the inaugural Oversight Board for the Richmond Fund for Children and Youth. Applicants must be 15 years of age or older, be able to attend at least 6 meetings per year, and commit to at least 50 hours of involvement.

By serving on this Board, individuals will help guide funding for youth-serving organizations, thus making a real difference in the lives of children, youth, and families in Richmond and North Richmond.

La Ciudad de Richmond está solicitando a 15 residentes de Richmond y el Norte de Richmond para servir en la Mesa Directiva inaugural para el Fondo para Niños y Juventud de Richmond (Fondo). Solicitantes deben tener 15 años de edad o más, poder asistir al menos 6 reuniones por año, y comprometerse a un mínimo de 50 horas de participación. 

Al servir en esta Mesa Directiva, individuos ayudarán a guiar el financiamiento para organizaciones que ofrecen servicios a la juventud, creando una diferencia real en las vidas de los niños, jóvenes y familias en Richmond y el Norte de Richmond.

The Oversight Board application is currently available as a paper application that is available in the City Manager’s Office located at 450 Civic Center Plaza (third floor) Richmond, CA 94804.

An electronic application form that can be submitted online will be available soon.

      Next Steps

      Department staff will work collaboratively with key stakeholders to conduct outreach for potential Board members. After an initial review of applicants, Department staff will provide eligible applications to City Council for review. Staff plans to return to City Council in July 2019 to receive direction and approval on the Board selection process with the expectation that Council will make Board appointments no later than October 15, 2019.
