Richmond - ECIA Community Grant Program

The Richmond-ECIA Grant Program Request for Application (RFA) for Fiscal Year (FY) 2026-2027 is open! The deadline to submit an application and all relevant attachments is Friday, March 13, 2026, at 11:59 p.m.  In our efforts to improve efficiencies, applications are only being accepted electronically.

There was an in person Technical Assistance workshop on Thursday, February 5. This workshop walked interested applicants through the RFP and supported them in developing their application. To access a video of the presentation and materials from this workshop, visit this webpage.


The City is working with a consultant to provided 1-one-1 grant planning support to applicants to this ECIA Request for Proposal so that applicants can get dedicated support as they complete their applications. Attendees of the in-person TA workshop, as well as small/emerging organizations and organizations that have not be funded by the City of Richmond, will get priority for this support. Funded through the Chevron Modernization Project Environmental and Community Investment Agreement (ECIA), the ECIA Competitive Grant Program supports community, youth, and youth sports services for Richmond residents. This fiscal year is the final year of the 10-year program. Funding opportunities include:

  • Category 1 & 2 Grants: Awards up to $50,000

  • CSD Mini-Grants: Awards up to $10,000

The Community Services Department (CSD) Mini-Grant supports Richmond-serving organizations that partner with or regularly use CSD-managed facilities. Eligible applicants must have 501(c)(3) status or a fiscal sponsor. Applications are submitted online through the City’s Submittable platform.
