Compliance with the Richmond Rent Ordinance

Landlords have specific responsibilities to stay in compliance with the Richmond Rent Ordinance. Landlords of residential rental unit(s) located within the City of Richmond must enroll all their rental units with the Rent Program. 

All rent-controlled tenancies must be registered and a new Tenancy Registration form must be completed whenever there is a complete change in tenancy. 

Most of Richmond's residential rental units are covered by the Richmond Rent Ordinance, but not all units are subject to both Rent Control and Just Cause for Eviction Protections. How to Create an iMS Profile & Landlord PRO Account

Landlords may follow the steps below to create an account in iMS and a Landlord PRO account. 

STEP 1: Visit https://ims.ci.richmond.ca.us/ims/Account/Login

Register as a New User

STEP 2: Check your email and validate your iMS account. 

STEP 3: After Validating your email, you can log-in to your iMS profile. 

STEP 4: Go to the PRO Registration tile on the home page and Search iMS Pro

If you have already enrolled with the Richmond Rent Program you may already have a PRO Landlord account that was created when the system data was transferred to iMS. 

STEP 5: If a search result is found under your name, you do not need to create a new Landlord PRO account. If your information is not found, you may proceed to "Create New PRO Registration" as a Landlord. This will produce a RCB# linked  to your rental record(s). 

STEP 6: After you have access to the Landlord Pro Account (RCB Record #), review your linked records to ensure your rental units are under your account.

Landlords/Property Managers have the option to complete and file a Property Enrollment and/or Tenancy Registration Form with the Richmond Rent Program. Once the form(s) are completed, you may file with the Rent Program by the following methods:

Accessory Dwelling Units and the Rent Ordinance

The extent to which the Rent Ordinance applies to properties with an Accessory Dwelling Unit depends on a variety of factors, such as the permitted status of the Accessory Dwelling Unit, the number of dwelling units on the property, and the occupancy status of the main house.
