Community Police Review Commission

What we do

The CPRC provides independent civilian oversight of the Richmond Police Department to promote accountability and public trust.

  • Investigate Complaints: Investigate community complaints alleging excessive force, discrimination, or sexual harassment by Richmond police officers.
  • Review Serious Use-of-Force Incidents: Investigate incidents where a Richmond police officer discharges a firearm at a person or where police actions result in death or serious injury.
  • Review Appeals: Consider appeals of investigation findings made by the Richmond Office of Professional Accountability.
  • Recommend Improvements: Review police policies and practices and make recommendations to improve policing.
  • Support Police–Community Relations Promote programs and strategies that strengthen trust between police and the community.

The CPRC has a civilian Investigative Officer, who investigates complaints from members of the public who have filed a complaint with the CPRC. The Investigative Officer also conducts investigations of incidents involving the discharge of a firearm at a person by a Richmond Police Officer, and/or when death or serious bodily injury occurs as a result of direct police action.
