Residential Development Opportunity

The Richmond Housing Authority (RHA) is inviting proposals for a mixed-income development that includes new affordable and market-rate housing units for the redevelopment and operations of Nystrom Village located at Marina Way South and Maine Ave in Richmond, CA 94801, totaling 9 acres.

Proposals for the development of one or more blocks will be accepted and may be submitted by joint applicants.

BidsOnline Vendor System

The City of Richmond BidsOnline System will manage the proposal submission process. The first step is for Developers to create a vendor account in the BidsOnline system to access the proposal details and submit follow-up questions.

Four (4) City Blocks for a Mixed Income Development
  • Phase 1 will include the replacement of 100 affordable Public Housing Units (~65 Project-Based Vouchers available).
  • Additional Phases will be developed as multifamily housing with a mix of income, affordability levels, and for-sale ownership housing.
  • ~$1.5 Million Dollars Available to Finance Predevelopment Costs.
  • Environmental review under CEQA and NEPA commenced.
