The City Council authorized hiring eight (8) Community Intervention Specialist (CIS) positions. City staff, in collaboration with Human Resources, developed a job description for this new position. The job description was approved by the Richmond Personnel Board in March 2024. The job description for the CIS is in abeyance until the Meet and Confer process with the Richmond Police Officers Association (RPOA) regarding work transfer concerns is finalized. In March 2024, the RPOA exercised their right to engage in the Meet and Confer process and City staff are actively engaged to answer any questions about CCRP and the CIS classification. Although the Meet and Confer process can be lengthy, staff are steadfastly ensuring its progression.
Human Resources staff is scheduled to meet with SEIU 1021 and RPOA to discuss the unit determination, after this meeting the Employee Relations Officer will issue a determination, and the unions/associations will be able to exercise their right to appeal if they do not agree with the determination and their appeal can be heard by the governing body. Once the City has met its obligations per the Employee-Employer Relations Resolution, CCRP staff, in collaboration with Human Resources, will finalize the CIS job description, bring the position to City Council to establish the classification and salary range, and release the position to begin the recruitment process.
