How are streets selected for repair or resurfacing?

Streets are evaluated based on factors such as pavement condition, traffic volume, safety concerns, and available funding. The City of Richmond uses a Pavement Condition Index (PCI) rating system to prioritize repairs. What determines the type of pavement treatment used on my street?

The treatment depends on the street’s condition, the severity of pavement distress, and budget constraints. Minor cracks might be addressed with slurry seal, while severely damaged roads require mill & fill or full reconstruction.

Why was my street selected for a certain type of treatment while a nearby street received a different repair?

Different streets have different levels of deterioration. A street in early stages of wear might receive preventative maintenance (like slurry seal), while a severely damaged street requires more extensive repair. How often are streets evaluated for pavement maintenance?

City of Richmond evaluates street conditions every few years using pavement assessment surveys, visual inspections, and engineering analysis. The City of Richmond's Pavement Management Program is currently certified by the Bay Area Metropolitan Transportation Commission.

What is the funding source for these repairs?

Can residents request specific repairs or upgrades for their street?

 Yes, but priority is based on the City of Richmond's pavement management program. Residents can submit repair requests, but decisions depend on the overall street maintenance schedule. Will street repairs impact garbage collection, mail delivery, or emergency vehicle access?

Generally, repaving operations are scheduled to minimize impacts to these services and these service providers are notified of upcoming projects. Residents will also be notified in advance if access is temporarily restricted.

Why are some streets repaired sooner than others?

The City of Richmond's paving program is guided by the data obtained within the Pavement Management Program among other factors. Preventative maintenance is also used to extend pavement life before major repairs are necessary.
