CalRecycle Rubberized Pavement Grant

2025 Asphalt Rubberized Cape Seal Project

On December 10, 2024, the Department of Resources Recycling and Recovery (CalRecycle) awarded the City of Richmond the Rubberized Pavement Grant. The grant is anticipated to fund a portion of the recycled material utilized for the 2025 Asphalt Rubberized Cape Seal Project, namely the Rubberized Asphalt Concrete Hot-Mix (RHMA) used for paving the streets. The grant promotes recycled-content surfacing products in order to blend ground tire rubber with asphalt binder, blended with conventional materials, and applied to streets to create a longer lasting road by slowing down pavement cracking, and absorbing noise.

2015 Pavement Rehabilitation Project

The City of Richmond received a Rubberized Pavement Grant from the California Department of Resources and Recovery (CalRecycle). The grant paid for a portion of the recycled material utilized for the 2015 Pavement Rehabilitation Project, namely the Rubberized Hot Mix Asphalt (RHMA) that was used for paving the streets. RHMA is an environmentally friendly pavement treatment that uses recycled tires as one of the raw materials. RHMA slows down pavement cracking, absorbs noise, and lasts longer than regular asphalt.  15,808 passenger tire equivalents were diverted from landfills for this project.
