Measures E & K


Richmond voters approved Measures E and K, known as the Richmond Kids First Initiative, on June 5, 2018. Congruently, these measures require a portion of General Fund revenue be set aside to fund youth programs and services. These measures also established the creation of the Department of Children and Youth and the development of the Richmond Fund for Children and Youth.

Richmond voters also approved Measure H on November 6, 2018. Measure H imposes an increase on the documentary transfer tax on properties with a sales price of over $1 million. Measure H will act as the general tax measure that is meant to increase funds to the General Fund in order to allow a sustainable funding stream for the Department and Fund.
