Background
On July 2, 2024, the Richmond City Council adopted an ordinance adding new Chapter 7.42 Sidewalk Vending regulations to the Richmond Municipal Code consistent with state law. The Richmond City Council also directed staff to establish and implement a Mobile Vendor Plaza (MVP) Program, now known as The Lot: Downtown Richmond Food Court aimed at creating opportunities for sidewalk vendors and other interested parties to continue their businesses in a regulated and licensed manner.
- What is the difference between the Mobile Vendor Program and the Sidewalk Vending Ordinanace?

The Mobile Vendor Program (MVP) is managed by the Economic Development Department and provides opportunities for businesses, particularly those without a physical storefront, to participate in a market operated by the Farmers Market Association. Vendors can showcase their products four times a week, gaining valuable exposure and experience. The MVP serves as a business incubator, helping vendors learn about the permitting processes and how to navigate working with the City, County, and other regulatory bodies. This support is designed to help small businesses grow and eventually establish themselves in the community.
The Sidewalk Vending Ordinance requires vendors to obtain a special business permit to sell on sidewalks. It outlines the locations where vendors can operate and the standards for conducting their business, including specific rules for vending in parks and for food vendors. Violations of these rules may result in fines or other penalties. The Public Works Department is responsible for enforcing and managing this ordinance on the Public Right of Way.

The City of Richmond has teamed up with the Richmond Farmers Market Association to launch the Mobile Vendor Program through The Lot: Downtown Richmond Food Court, designed to empower sidewalk vendors and aspiring entrepreneurs. This program not only helps participants operate their businesses in compliance with local regulations but also serves as a business incubator, offering hands-on entrepreneurship training. Vendors will learn how to effectively collaborate with the City, County, and other key organizations, providing them with valuable tools to grow and thrive.

Sidewalk Vending Permit
Section 7.42.030 of the Richmond Municipal Code requires any person or business engaging in sidewalk vending to obtain a Special Business Permit per each cart in addition to their Business Tax Certificate. “Sidewalk vendor” means a person who sells food or merchandise from a pushcart, stand, display, pedal-driven cart, wagon, showcase, rack, or other nonmotorized conveyance, or from one’s person, upon a public sidewalk or other pedestrian path. Sidewalk vendors include roaming sidewalk vendors and stationary sidewalk vendors. To obtain a Special Business Permit for Sidewalk Vending, you must provide the following information:
Once all forms have been collected and approved by the respective approvers, the City, and the Mobile Vendor Program Operator, the vendor will complete a Program Agreement with the City of Richmond.
