The employee assistance program is available to City of Richmond employees and their immediate family members. The Anthem Blue Cross Employee Assistance Program (EAP) is available 24/7, 365 days a year.
The EAP provides counseling and support services to personnel for a variety of emotional, personal, financial, family, and work-related issues.

The City offers an optional employee-paid deferred compensation 457 plan. Deferred compensation is a voluntary savings program that allows you to defer any amount, subject to annual limits, from your paycheck on a pre-tax basis. In addition, your contributions and their earnings, if any, can benefit from the power of tax-deferred compounding. What this means is that you don't pay income taxes on your investments or earnings until you start to take withdrawals, usually in retirement.

Flexible Spending Account
A Flexible Spending Account (FSA) is a benefit plan that allows you to save Federal and state taxes on eligible expenses. Under this plan you can use pre-tax money to pay for different kinds of expenses, including: your medical, dental and vision care expenses that are not covered by your insurance, and the cost of caring for a dependent while you work.

Qualifying Life Events
Employees may add or drop coverage for new or existing dependents to their medical, dental, and vision insurance plans and Flexible Spending Account (FSA) plans when experiencing a qualifying event. Examples of qualifying events include marriage, registered domestic partnership, new births, adoptions, or divorce.
Enrollments/change requests to a health, vision or dental plan MUST be submitted within 60 days of the qualifying event date; changes to a FSA plan MUST be submitted within 30 days of the qualifying event date. Proof of dependent eligibility (i.e. marriage certificate, birth certificate, divorce decree) must accompany the change requests.
